Abstract. In accordance with the Strategy of socio-economic development of the Stavropol Territory
one of the priority sectors of the economy is tourism. The process of formation of a competitive tourism
industry is impossible without the development of tourism infrastructure, which is a vast scope of services by
means of accommodation, catering, business services to the sports and recreation and entertainment services.

In accordance with the Strategy of socio-economic development of the
Stavropol Territory one of the priority sectors of the economy is tourism. The process
of formation of a competitive tourism industry is impossible without the development
of tourism infrastructure, which is a vast scope of services by means of
accommodation, catering, business services to the sports and recreation and
entertainment services.
One of the most dynamic elements of the tourist infrastructure is the hotel
business. The growing demand for tourist services, a relatively small initial
investment, a significant level of profitability made this a very attractive business in
many countries around the world. In the Russian accommodations profitability level
2.5 times higher than in Europe.
The number of hotels increased by 35.3% and amounted to 8406 in 2013 units
For the period from 2011 to 2013 in Russia. This certified to the level of "five stars"
49 hotels, 164 hotel is justified claim the category of "four stars" hotel 285 - "three
stars" and 127 - the category of "two stars" and below
Per 1 hotel one-time capacity in 2013 amounted to 70 seats, which is 15.4% less

During the period from 2011 to 2013. volume of paid services increased from
157.5 to 224.8 billion rubles. or by 42.8%. The size of paid services per overnight
stay was 1706 rubles. and grown for 3 years at 16.9%, and based on 1 hotel grew by
5.5% and amounted to 26.7 million rubles..
Increased by 18.6% occupancy in hotels, which in 2013 amounted to 41 280
thousand. The total number of days of stay remained practically unchanged and the
average is 3.2 days.
For the development of the hotel business in 2013, total investment amounted to
more than 22.5 billion rubles. The share of investments directed to the hotel business
in 2014 amounted to 0.33%.

The main players in the market of hotel business in our country continue to be
the domestic investors, but foreign investors' activity has decreased by 24%. An
attractive area for hotel investments from foreign investors is only partially Moscow
and St. Petersburg. Among foreign investors continue to lead the United Kingdom
(9%) and China (7%).
In large cities, in addition to the construction of new hotel complexes
reconstructed available. Currently, there is no sector of relatively inexpensive small
hotels of good quality (international 3-star), so the development of the hotel business
in the presence of a stable demand for hotels is to go towards the reconstruction of
comfort and enhance the old hotel complexes built in Soviet times. The largest
number of hotels so far reconstructed in St. Petersburg.
In the regions, there are many systems that are currently empty. These hotels
have either shut down or be converted. The economic situation in regional centers
does not involve a substantial influx of visitors from other regions or from abroad.
Therefore, the number of guests, the purpose of arrival, time of residence and the
purchasing power of customers will not change in the near future. Thus, the only way
of development of the hotel sector - improving the quality of living and the level of
services provided.
The hotel complex of Stavropol region has 268 enterprises, or accommodation
facilities of all types, among which 75% is privately owned, and 60% are small
businesses. Hospitality edge occupies 2.3% of the gross regional product
During the analyzed period, the volume of paid services increased from 2029 to
RUB 2.688 billion.. or by 32.5%. The total volume of paid services additional
services occupy 10,0% and in 2013 amounted to 270 million rubles. The size of paid
services per 1 hotel grew by 7.0% and amounted to 10 million rubles. This figure is
low and does not reflect the actual size of the average annual revenue of hotels, as to
the calculation made all types of accommodation facilities.

More than 75% of hotels profitable edge. However, the amount of income
coming in net financial result a small edge, so businesses hotel industry generate only
2.4% of the profits in the budget of the region. The level of profitability of enterprises
hotel industry is 10.2%.
Main number of hotels (73.5%) is concentrated in the territory of the Caucasian
Mineral Waters. Twenty-eight hotels and 10% of the total accounted for the regional
center, but these hotels are among the largest in the Stavropol region as a whole:
"Intourist-Stavropol," "Eurohotel", "Stella", "Park Hotel" "Stavropol", "Continent".
These hotels have passed the Unified classification system of classification of hotels
and other accommodation.
In Stavropol 3 hotels and 11% of hotels have received the classification of "four
stars". Besides Stavropol are several dozen hotels of different classes (including guest
houses and mini-hotels), not certified.

has 58 placements, including 9 major hotels. The total number of the number of
rooms in Kislovodsk is 1,085 units.
In the town of Pyatigorsk are 38 accommodation facilities, including the famous
hotels "Beshtau", "South" ( "Kavkaz-Express"), "Gallery-Palace", "Eurasia",
"Intourist", "Pyatigorsk", " Sport".
53 accommodation facilities registered in Essentuki, including "Pontos Plaza",
"Don-Plaza", guest house "Luxor" Hotel Europe and others.
In the city of Georgievsk registered 4 hotels with a total capacity of 117 rooms
or 168 beds. The only hotel that is certified to 3 stars, is a "Crown". In addition there
is a municipal Georgievsk Hotel "Jubilee", guest house "Visit" and the mini-hotel.

Studies show that the hotel market in the Stavropol Territory is far from
saturation. However, every year in connection with the commissioning of new
facilities on the market competition is growing, especially among the small class 3 *
hotels and mini-hotels. To increase the competitiveness of the hotel industry needs to
develop additional infrastructure that will expand the potential audience, to acquire
new target groups. This will smooth out seasonal fluctuations in demand, increase the
occupancy rate of the hotel.
For the development of the hospitality industry and in particular the hotel
business in the Stavropol region developed target program "Development of resorts
and tourism in the Stavropol Territory in 2012-2016" with total funding of more than
1.1 billion rubles. In accordance with the program of development of the industry is
planned to increase the share of industry in the gross regional product up to 5%
increase in additional tax revenues to the consolidated budget of the region and the
creation of 90 jobs. [3]

- The creation of new hotel products on the basis of the modernization of the
hotel complex and attract significant investment in the hotel industry;
- Improving the quality of services provided as a result of training the hotel staff
and the involvement of independent hotel operators [4].
Modern conditions of economic development require workers to ensure
comprehensive customer service, development and delivery in one place quite full
and diverse range of services. Also requires the development and design of rational
forms of incentives for staff, taking into account the specifics of labor (increased
neuro-emotional stress of work, a combination of different activities, differences in
the degree of labor intensity for; the combination of skilled and low-skilled types of
work, etc.).
Thus, the creation of a modern hotel management technology to improve the
quality of services provided to clients and increase the economic efficiency of hotel
business and hospitality industry as a whole.

Abstract. In the article the definitions of the word «service of social feeding», «quality of services» are
specified, the kinds of services which are known as organizations of social feeding are define.

les types de services qui sont présents dans la restauration.

La restauration appartient au secteur des services. La qualité des prestations des
services a un effet positif sur l'activité économique et financière et joue un rôle
important dans l'amélioration de l'efficacité de la production sociale. Les
consommateurs de la restauration sont les résidents des villes et les visiteurs.

Aujourd'hui, il est impossible d'imaginer la vie sans aller dans un café ou un
restaurant. De nombreuses entreprises sont intéressées par l'organisation d'une bonne
nutrition pour leurs employés. Les grandes organisation ouvrent des buffets, des
snack-bars ou des cantines au sein de leur entreprise. D'autres offrent à leurs
employés des tickets pour un repas chaud. Si cela est impossible, les travailleurs à
l'heure du déjeuner, préfèrent se render au restaurant le plus proche pour un "menu

La demande donne lieu à l'émergence de services. La raison par laquelle la
notion du services se développe est la concurrence des services. Le secteur détermine

Certains auteurs interprétent différemment de la notion de «service». Par
exemple:
Le service – М’ОsЭ ЮЧО КssТsЭКЧМО ПШЮrЧТО ЩКr ХОs ЦцЧКРОs ЩrТЯцs, ХОs
locataires privés, diverses commodités économiques. Services publics (gaz,
assainissement, éclairage).
Le service – М’ОsЭ ЮЧe activité visant à répondre aux besoins par la
production ou la fourniture des exigences pertinentes de cette richesse est
non significatif et matériel. Produit privé ou fini du résultat de l'activité dans
un service qui est fourni aux exigences réglementaires en matière de
consommation de ses propriétés, conformément à la demande [1].
Le services – М’ОsЭ ХО rцsЮХЭКЭ Н’ЮЧО КМЭТЯТЭц, ОЭ ЧШЧ ЩКs НОs rОХКЭТШЧs
significatives entre les personnes, indépendamment de l'acquisition de la
forme matérielle. Ce n'est pas un véritable effet bénéfique des interactions
des agents économiques.

Les Services de restauration (selon le GOST R 50647-2010) – М’ОsЭ ХО rцsЮХЭКЭ
des activités des établissements de restauration publics (personnes morales ou
entrepreneurs individuels) qui ont pour but de répondre aux besoins des clients, de
créer des conditions de vente et de consommer des produits de restauration et de
marchandises achetées dans la conduite de loisirs et autres services supplémentaires.
Les services de restauration sont divisés en:
services alimentaires;
sОrЯТМОs НО ЦТsО ОЧ œЮЯrО НОs ЩrШНЮТЭs НО ХК rОsЭКЮrКЭТШЧ ОЭ НОs ЛТОЧs
achetés;
services d'organisation de biens de consommation et des services de
restauration;
services d'information et de conseil;
sОrЯТМОs Н’КМЭТЯТЭцs НО ХШТsТrs, в МШЦЩrТs ХО НТЯОrЭТssement;
services de fabrication des produits de la restauration;
autres services de restauration.
Sur la base de ce qui précède, nous pouvons définir que dans le secteur de
restauration il y a une place aux services tangibles (produits alimentaires et
culinaires) et immatériels (qualité du service). Les prestations immatérielles ne sont
pas liées aux biens alors que les prestations matérielles sont relatifs au produit sous sa
forme matérielle.

du client de visiter tel ou tel endroit. Les services de restauration peuvent être appelés
comme les actifs de l'entreprise, les immobilisations corporelles (aliments et
boissons), le client est en mesure d'évaluer, même en court terme, et intangible
(repos, confort, ambiance conviviale) difficile à vérifier en avance, leur évaluation
peut être subjective.

Lambep Jean-Jacques indique seulement trois caractéristiques spécifiques des
services: intangibilité, non stockable et indivisibilité [3]. La plupart des auteurs
suggèrent quatre caractéristiques spécifiques des services: intangibilité, service non
stockable invincibilité de la source et l'impermanence de la qualité (Assel H,
Khrutsky V. E., Basovskiy L. E., Bugakov V. P. etc.). Analysons plus précisément les
quatre caractéristiques.
Intangibilité des services. Nous ne pouvons ni goûter, ni toucher, ni voire ou
entendre le service avant sa prestation directe. En raison de l'intangibilité des services
son acquisition d'achat augmente et le degré d'incertitude aussi. Le client est à la
recherche de quelque chose qui sera la preuve de la qualité des services afin de
réduire l'incertitude qui est générée par l'intangible. Une variété de faits peut

déjeuner d'affaires pour discuter de divers détails, et à la table voisine il y a un group
de personne célébrant une fête, le déjeuner d'affaires sОrК ЩОrЭЮrЛ. C’ОsЭ ЩШЮr МОХК qЮО
le gestionnaire doit gérer non seulement les employés, mais aussi les clients.
L'ensemble de tous ces éléments (contact direct avec les prestations de services,
support physique visible et invisible, participation du client dans les prestations de
services) forme un service global dans l'esprit de l'acheteur.

L'impermanence de la qualité est caractérisé par sa différence. Cela veut dire
que la qualité dépend du personnel et des conditions. "La variabilité et les variations
de la qualité du service – М’ОsЭ ХК ЩrТЧМТЩКХО rКТsШЧ НО Х'ТЧsКЭТsПКМЭТШЧ НОs МХТОЧЭs" Д2Ж.
LОs МКЮsОs НО Х’impermanence:
les services sont pris et servis en même temps, ce qui limite la possibilité de
contrôler leur qualité;
Х’ТЧsЭКЛТХТЭц ЭОЦЩШrОХХО НО ХК demande rend la préservation difficile de la
qualité de service pendant les périodes où la demande devient élevée;
le service dépend beaucoup de l'état du prestataire.
Le service peut être fourni différemment car il défile à partir des différents
facteurs qui affectent la personne le jour J. Les gens sont plus volatils que les
produits.
Service non stockable indique qu'il ne peut pas être conservé. Par exemple, les
restaurants doivent prendre une charge supplémentaire pour les sièges préréservés
afin de garКЧЭТr ЮЧ ЛцЧцПТМО rШЛЮsЭО. L'ОЧЭrОЩrТsО НШТЭ ЦКЧœЮЯrОr ОЧЭrО ХОЮr МКЩКМТЭц
et de la demande actuelle, puisque la perte de la demande ou du client est impossible
de rattraper après.

Abstract. In emergent conditions of the external environment increases the urgency of issues related
to managerial decision making. The latter are often taken intuitively, since managers are faced with the lack
of data, fuzzy or their structuring, or lack of adequate methods of information processing. The article

Art market is one of the most complex and finely organized components of the
market mechanism. First of all, the complexity of it is to features of pricing. Most of
the known methods of marketing and economic analysis are not applicable to
determine the value of the goods in the art market. This is natural, because the art
business is not a typical business, and the artistic product is very specific one.
If the pricing of most of the economic benefits produced by mass production,
based on the cost method, the fine art are the exception to the rule. In theory in
economics of the cultural products, there are two fundamentally different methods of

pricing of the fine arts. The first method assumes that the subject of art cannot have a
permanent, fundamental price. The demand price is between the maximum and
minimum. However, neither the author nor the collector or an expert cannot say for
sure is it high market value or not. Similarly, they cannot tell what should be the
equilibrium market price for that item. Demand is fluctuated due to the so-called fads
of wealthy collectors and investors. In this regard, the behavior of market prices for
fine art is almost unpredictable. [1]
According to the second approach to pricing in the market of fine art it is also
recognized that the market value depends on the exhibited market assessment in a
much greater extent than on the actual costs incurred by the author. However, it is
expected that these assessments are recognized by the market, so that might be
determine a fundamental price for fine art. The market price can provide the
necessary information about the equilibrium value of the price. Also, the price of fine
art should be linked to the price of other assets. Of course, this approach allows the
market swings in demand associated with the estimates of individual collectors and
investors.
In the art market as well as in the stock market pricing based on quotes, which
takes into account the results of systematic fixations auction sales. In addition, the
price of a work of art depends on the capacity of the market and focus on its capital.
When trading in antiques price depends on how much documented and traced
the genealogy of art work with the listing of its former owners, as well as on the kind
of organization had expertise. Naturally, the restored and certified documentary work
will cost a lot.
The dependence of both the author and the buyer on broker is huge. We can
say that the price of the picture is equally determined by efforts of the artist and
gallery owner. Price of the works of art depends on the author's name, which provides
prestigious of international exhibitions. But also the status of the artist in a large
extent depends on the prestige of exhibitions in which he participated. The price is
affected by the frequency of mention of the artist in the solid art media, the presence

of his work at the major collectors and connoisseurs. The factors mentioned are
considered in the transaction very meticulously. In this case role the gallery owner is
very high.
The market price of a work of art and every subject embodiment of spiritual
culture is not in direct relation to its spiritual value. Thriving artists in the market may
be far from the best makers of products that, on the contrary, will be enjoyed by the
general public. However, a system to determine the quality, therefore the value must
exist in any market structure. If it cannot guarantee the consumer effect on the basis
of the formal features of the work, perhaps it could produce positive expectations
regarding the quality of cultural products, presenting they to its creators or ownership
chain of command. The task of brands is to manage consumer choice. The brand
became a symbol of trust of the audience as to the quality so to attractiveness of the
cultural offer, and simultaneously guarantee the authenticity of a work of art.
According to the modern definition brand is a set of assumptions and
expectations with respect to the product and its manufacturer. This is a kind of
promise of good quality, which is supported by high brand awareness and the brand

shopping in branded auction houses; attending branded art fairs and looking for
works of branded artists. Branding gives the product or service unique individual
characteristics, differ them from the other ones and, as a result, increases their value.
Besides, the brand offers consumers the reducing risk and reliability.
Brand is the end result of the accumulation of positive experience and many
years of work of the company with customers and the media, as well as fine
marketing strategy and well-coordinated public relations needed to obtain and retain
benefits. Successful branding creates brand reputation and, therefore, a price
premium that the consumer agrees to pay for branded goods compared to the same
product without designation of the brand. Premium for a brand is obvious. In the art
world premium for brand can reach very large sizes.
In contemporary art, the maximum price premium is given by participation in
the sale of the largest auction houses Sotheby's and Christie's. These brands combine
the status, quality, and very famous and wealthy consumers. Their brands are unique
and clearly distinguish auction houses and work of art sold from the competitors.
What does the buyer hope to get bidding on the prestigious evening auction at
Sotheby's? In addition to painting the buyer gets the weight and importance in the
eyes of others. Dealer companies, specializing in contemporary art, such as the

work.

When an artist gets the branding status, market starts graciously accept any of
his creations. Price is often caused not so much by what is sold as where it is sold.
The difference in price for the same product can be in enormous dependence on the
«geography». The volume of transactions entered into in the little-known halls, is
lower on the orders than volume of transactions entered into in prestigious galleries.
There are two «nerve center» of high-end contemporary art in the world market
- London and New York. It is here branding is the most obvious and it has a
maximum value. In most categories of Art New York is more important than London,
but in the field of contemporary art London added greatly in the last decade, and now
it should be regarded as equal in value. The most famous and expensive artists
working in these cities, next to them, or at least they often visit these cities.
In these cities largest dealers are concentrated; the most famous art magazines
are published. Every self-respecting collector seeks to once or twice a year go to New
York or London, but it is better to visit both cities to attend auctions and art fairs and
communicate with other market participants for being seen there and to be aware of
new work. New York and London are brands in themselves. The prestigious evening
auction in one of the largest auction houses Sotheby's and Christie's is a brand, driven
near to absolute.

The world art market is interested in creating new capital-intensive brands
which could be able to replenish the gold reserves. Professionals, professional
societies, organizations (especially investment funds), gallery, dealer, the collecting
and, in a sense, even the museum communities work for his support. As a result,
pricing at the art market is not formed with costly method, but by reference to the
factors determining the level of prices for works of art. Brand, as a generalized
characteristic of social recognition of the quality, being guarantee of value, is a
measure of customer value of things, determining its market value.

Abstract: the article is devoted today to the issue of development of paid services in the health
system of Russia. Shows the significance of the problem, as the main social problem to be solved by the
state. Analyzed the main sources of income of the organizations providing paid medical services to the
population. Identified existing measures of state support for the industry. The author proposes support
measures and enterprises paid the state and medicine for the benefit of the patient.

Abstract: the aim of this work is to identify promising directions of further development of poultry
farming. When writing the article used current-design methods. In the article the economic substantiation of
implementation of the five alternative designs on the organization of production of meat turkeys in the

necessary is a manufacturing business, including agricultural. The complex nature of
agricultural production is the basis for the formation of agribusiness as a business
activity in all areas of agriculture. The aim is to maximize the revenue of agribusiness
in a most complete software demand for agricultural products.
Agribusiness as an economic category is a special kind of activity in the
agricultural sector of the economy, focused on the consumer through the market
price, which, accumulating demand for manufactured products in this area, the
entrepreneur must provide rates of return that is sufficient to reproduce spent on
production resources.
In the Stavropol region agribusiness represented in all agricultural sectors. In
modern conditions of development of agrarian economy the edge of one of the
promising directions of development of agribusiness advocates poultry as the most
intense and dynamic livestock subsector. In addition, the importance of the poultry
determined by the ever-increasing demand of the population for a relatively cheap
and highly nutritious products with dietary qualities and occupies a relatively large
share of the national diet. Recently, in the Stavropol region attracted the attention of
entrepreneurs turkey.
The turkey industry development in Russia has experienced the ups and downs
depending on the political, economic and other circumstances. Since the 2000s, a new
stage began turkey industry in Russia. In various regions of the country there are
large turkey systems based on the use of advanced technologies, modern equipment
and highly productive breeding material. Every year the volume of production of
turkey meat and the assortment. The realization comes turkey meat is not only whole
carcasses, but also in processed form, from natural to semi-finished smoked product
that is very attractive to the consumer.
According to world statistics on the average resident of the United Kingdom
account for about 15 kg of turkey meat, in Portugal about 12 kg, an American
consumes about 9.6 kg per year, while the Russians - about 0.5 kg per year.

Now a leading position for the production of turkey meat held the US, France,
Germany, Great Britain and Brazil, but the Russian turkey is a promising, highly
profitable and best-selling poultry sector.
Despite a number of advantages turkey, there are a number of unresolved
problems in the industry, which in turn affects the pace of its development. First of all
it concerns the lack of awareness of the population about the beneficial properties for
human health turkey.
The main advantages of turkey meat are:
1) The high content of vitamins necessary for human organism. Turkey meat
contains a lot of B vitamins, which have a positive effect on the digestibility of food
and contribute to the transformation of carbohydrates into vital energy.
2) High content of essential minerals turkey meat - zinc, potassium, phosphorus
and magnesium.
3) Turkey meat contains far less fat and cholesterol than pork, beef and chicken.
4) In comparison with other types of poultry, turkeys have the highest yield of
edible parts - 70%.
5) The high protein content. In 100 grams of turkey meat contains 22.6 grams of
pure protein. This is about half the daily protein consumption norms for the human
body.
6) Hypo-allergenic. Turkey meat is the only kind of meat, which cannot cause
allergies. Eating turkey meat is ideal for people who suffer from non-perception of
certain products, as well as for pregnant women and children.
The second circumstance, limiting consumption of turkey meat is quite high
production costs compared to the production of broiler chickens. The reason for this a long payback period of capital investment, especially in the initial stage, as well as
the economic impact of the crisis experienced at the moment. In this case, in our
opinion, it needs the support of the state, not only in concessional lending, but also in
direct subsidies for production during the development of the design capacity of the
enterprise.

The third problem - complete dependence on imports turkey enterprises
breeding material. Any situation in the world: economic, political, veterinary, can
make a significant failure in their work, up to a full stop production. To solve this
problem, the creation of the domestic turkey breeding base, that is, the presence of
specialized breeding centers, breeding centers and loudspeakers.
The key to success of any kind of agribusiness, and the turkey industry in
particular, is a systematic approach, which is the initial stage of business planning. In
this respect, the author has designed 5 different variants of investment project in the
direction of "TURKEY" to assess the prospects of development of this sub-sector in
the Stavropol region .
In the first version it developed a business plan for the organization of
production of turkey meat at the cellular content. In terms of new construction and
acquisition of cell batteries need for investment is 446.2 mln rubles (Including 400
(89.6%) - on fixed assets). When the content of an average of 160 thousand heads a
year gross of meat in live weight of more than 2500 tons.
The average annual revenue after reaching its design capacity (from 2 years) at
the selling price of 125 rubles/kg (male - 120 rubles/kg, female - 130 rubles/kg) can
be up to 340 mln rubles, that provides (at an average annual the cost of products sold
of 93.6 rubles/kg) level of profitability of 40%. Payback period - 4 years with NPV =
91.4 mln rubles and IRR at 15.1%.
Calculations of the second embodiment, include the organization of the
production of meat turkeys at the cellular content with the implementation gutted
carcasses. More (in comparison with the first project) construction costs and
equipment slaughter shop is 100 mln rubles.
When rearing and fattening of the same population (an average of 160 thousand
heads per year) and the output of meat 85% of the gross amount of meat is 2200 tons.
When sales price gutted carcasses of 180 rubles/kg revenue of 415 mln rubles.

The third option is a settlement organization of production of turkey meat on the
alternative (to the first two options) technology - at the floor maintenance. The need
for investment is 491.8 mln rubles (Including 428.2 (87.1%) - on fixed assets).
When the content of an average of 158.3 thousand heads a year gross of meat in
live weight is 2700 tons. Subject to the implementation of all livestock NPV of the
project will reach 34.1 mln rubles at 11.7% of IRR. The project pays for itself in 5
years.
In a fourth embodiment provides for the organization of the production of meat
turkeys at the floor maintenance with realization gutted carcasses.
The fifth project carried out calculations for the production of meat turkeys at
the floor maintenance with increased production volume by 2.6 times. This project
demonstrates the possibility of recoupment 3 years with profitability at 36%. IRR in
this case can be brought to 26.5% and the NPV exceeds 546 mln rubles.
It should be noted the high sensitivity of the NPV of the projects submitted to a
change in the price of 1 kg of feed. Even a slight decrease of this index by 5-10% can
lead to an increase in respiratory rate in 1.2-1.7 times, and its increase - to decrease or
even negative value of NPV.
Thus, we can conclude that there are broad prospects for the development of
agribusiness in the Stavropol Territory in turkey, but for the commencement of any of
the proposed areas needs a sufficiently high initial capital. Since most agricultural
organizations is not enough available funds, the main solution to this problem could
be: to provide the representatives of agribusiness long-term soft loans, find reliable
investors, participation in programs supporting the industry's development, grants and
so forth.

Abstract. The idea of peer learning English along with the Kazakh and Russian, was officially
named "trinity of languages" or polylinguism, becoming increasingly embedded in the national education
system of the Republic of Kazakhstan. This idea of the trinity of the languages was proclaimed in October
2006 on the twelfth congress of the Assembly of Nations of Kazakhstan, where N. Nazarbayev said that the
knowledge of three languages was very important for the future of the next generation. Kazakhstan must be
considered as a highly developed country all over the world, where three languages are used. They are:
Kazakh is the state language, Russian is the language of international communication and English is the
language of integration into the global economic. The mass introduction of the English language, which now
formed the main flows of information and scientific knowledge, have a positive impact on the economic
development of the country.

Kazakhstan is a prospering country, tends to occupy a certain place in the world.
The development of the country depends on the education level of the population.
Our country is multiethnic, so the task of the State was the decision of questions of
the language in society. In our country we implemented a unique project, initiated by
the head of State - the trinity of languages. The purpose of the project is to
competently master three languages: Kazakh as the State language; Russian as a
language of interethnic communication, and English which is an international
language.
The most important strategic objective is the formation of Kazakhstan, on the
one hand, preserving the best traditions of Kazakh education, on the other hand,
procuring graduates with international qualifications of the development of their
linguistic consciousness, based on the mastery of the state, native and foreign
languages.
At the present time the state language is expanded, as a native language of the
Kazakh people, its history and culture. Russian language also plays important role for
the citizens of our country.

Multilinguism is the basis for the formation of a multicultural identity. The aim
of multicultural and multilingual education may consist in the formation of man,
capable to active life in a multiethnic multicultural environment, having a strong
sense of understanding and respect of other cultures, the ability to live in peace and
harmony with people of different nationalities, races and religions.
To solve the problem of effective implementation of polylinguism in the
education, tested practice of multilingual education in certain universities and schools
of Kazakhstan Republic must be brought into a single system, and ensure the
continuity of educational programs. It requires the development of a complex of

scientific guidelines for the implementation of the principle of continuity of
multilingual education in "school - university" system, socio-economic effect of
which is determined by the creation of the necessary prerequisites for the solving the
tasks, assigned in the State Program of Education Development for 2011-2020:
- «"... training of teaching staff with multilingual education in the universities of
the country ";
- «increasing the demand of the State language";
- «increasing the prestige of the State language";
- «preservation of linguistic diversity in Kazakhstan";
- «preserving the functioning of the Russian language in communicative
language space"
- «studying of English and other foreign languages" due to
the system of
scientific and methodological support of stakeholders constant multilingual
education;
- formation of multilingual educational environment; expansion of infrastructure
of multilingual education;
- development of intercultural communicative paradigm of modern lingual
education;
- development of the country's intellectual potential on the basis of initiation of
its citizens to the values of the language and culture.
Ministry of Education and Science took concrete steps for the implementation of
multilingual education in the universities of the country, in particular, expanded the
volume of loans for learning of the language in the State standards in the direction of
"Education", which would allow students of the third year of training in the amount
of 2-credits to study discipline "Professional Kazakh / Russian "and Professionallyoriented foreign language." [2]
To achieve a high level of English proficiency, there are various methods of
language learning: listening, perception and interpretation of the text, spoken English,
written English, grammar, phonetics and pronunciation, the introduction of a

professional English skills in English with presentation, professional correspondence,
and the foundations of the theory of communication. These students learn more
deeply in such occupations as professionally-oriented foreign language in the
disciplines: "Finance", "Tourism", "Economics", and others.
For efficiency of communicative education of students of economic University,
students studying in the State and Russian languages, should be taught with foreign
languages in unity with the native language, at the same time should be taught deep
and thorough study of the history, national character, mentality, because the picture
of the world that surrounds the speakers, is not simply reflected in the language, and
it forms a language and its native speaker but determines the features of speech. The
study of Russian and Kazakh languages in cooperation with a native language,
history will enable to improve the work on the study of languages, enlargement of
vocabulary, will help to realize the actual problem of multilingual education.
For the formation of productive polylinguism among students teacher needs to
create a language environment, and also to use modern textbooks leveled domestic
and foreign publishing houses, multilingual professionally-oriented technical
dictionaries, manuals for self-studding work.
It was done a quiz among the students of our University. There were next

State program of development and functioning of languages in Kazakhstan
Republic for 2011-2020 provides the maintenance of harmonious language policy
that ensures the full functioning of the State language as the most important factor in
strengthening of national unity with preserving the languages of all ethnic groups
living in Kazakhstan.
Thus, studying experience of foreign language education in the universities of
Kazakhstan will allow in the future using only certain aspects, as questions on the
development of polylinguism apply to humanitarian universities. [3]
The cultural project "Trinity of languages", proposed by the President of
Kazakhstan Republic Nursultan Nazarbayev, fully can be considered like one of the
long-term strategies of Kazakhstan development. Implementation of this project in
many ways will determine the formation of a new generation of Kazakh people
knowing several languages, with opportunities of positive growth its forces and
formation of competitiveness as in the professional field as in personal selfrealization.
Years of development of independent Kazakhstan show that bilingualism and
polylinguism society creates all the necessary conditions for progress and
development. But it depends on well thought-out language policy of President
Nazarbayev and the government of national intelligence and ability to develop the
culture and preserve the history and language of the Kazakh people.
It is known that only the state can be successfully developed and is been
harmonically in a number of leading countries of the world that is able to create for
its citizens decent working conditions for the acquisition of high-quality and modern
education.

Abstract: The article attempts at the analysis of love in the medieval epic poem "The Lay of the
Nibelungs". The semantic field of love as it is presented in the poem includes romantic and sexual relations,
marriage, and also implicitly expressed erotic tension between characters as well as such specific public and
psychological phenomenon as a-sexuality. The authors view the text of the heroic epic to research medieval
perception of love and sexuality as phenomena of social, individual and subconscious order. For this aim the
methods of cultural studies, literary criticism and psychology are applied.

the study of regulations and programs, which are the resource basis for teaching
future bachelors of management.
The main resources for determining the orientation of training future managers
are the federal state standard of higher education (the third generation – FSES HD
3+), educational programs of vocational education (EPVE), as well as labor market
requirements (compliance аТЭС ОЦЩХШвОrs’ rОqЮТrОЦОЧЭs КЧН ЭСО ХОЯОХ ШП
competitiveness in the labor market).
Designing EPVE precedes designing the steering document of a discipline.
Earlier steering document defined the goals, objectives, content, scope and main
stages of mastering a discipline, but now EPVE defines the objectives and results of
the study of a certain discipline, expressed in mastering a number of competencies.
EPVE describes a number of educational technologies (forms, methods, tasks, tools)
used in the process of professional training.
The federal state standard of higher education describes the characteristics of
the preparation of future bachelors of management, namely:

mastered an undergraduate program (fields, facilities and professional activities);

development (expressed in such competencies as general cultural, general
professional and professional);
—
requirements as to the structure of bachelor's degree programs;
—
requirements as to the implementation of bachelor's degree
programs (system-wide requirements, requirements as to the personnel implementing
the terms of bachelor's degree programs, the requirements as to the logistical and
methodological support of bachelor's degree programs).
The distinctive feature of the federal state standard of higher education (the
third generation – FSES HD 3+) [2], if compared with the previous generations of the
sЭКЧНКrН, Тs ЦОКsЮrТЧР ШП ЭrКТЧТЧР МвМХОs’ ХКЛШr ТЧЭОЧsТЭв ТЧ ЩШТЧЭs ШП МrОНТЭ. OЧО ЩШТЧЭ
of credit equals to 36 hours. Training managers according to bachelor's degree
programs in the Russian Federation is carried out during a four-year (full-time) and
five years (part time) period. All in all, such programs presuppose 240 points of
credit (8640 hours), including extracurricular time.
Currently the educational process in Russia is seen not through the content of
disciplines, but through the result which is expressed in future managers developing a
number of competencies. According to the federal state standard of higher education

management on the issue of the educational organization must master general cultural
(GCC), general professional (GPC) and professional competences (PC) upon their
РrКНЮКЭТШЧ. TСОrОПШrО, sЮМС ЧШЭТШЧs Кs “ФЧШаХОНРО” КЧН “sФТХХs” РТЯО аКв ЭШ ЭСО
МШЧМОЩЭs “МШЦЩОЭОЧМОs” КЧН “ОбЩОrЭТsО”. HШаОЯОr, in the educational programs of
vocational education knowledge and skills appear as the constituent elements of a
number of competencies.
The following activities refer to the professional competences of future
managers: organization and management (PC-1 ... PC-8), information analysis (PC-9
... PC-16) and entrepreneurial (PC-17 ... PC-20) activities. The professional

competences (PC) aim at developing the ability to perform the basic types of
professional activities. General cultural competences (GCC) aim at studying the
historical experience and its interpretation at the present stage. They play the role of
ideological and cultural foundations for effective management decisions, the
implementation of a number of proper professional activities. General professional
competences (GPC) aim at preparing the future bachelors of management to solve
professional problems.
TСО ЦШНОХ ШП ПЮЭЮrО ЦКЧКРОrs’ МШЦЩОЭОЧМО-based training is focused on
multidisciplinary and integrated requirements to learning achievements. A qualified
bachelor of management is formed not only on the basis of professional disciplines,
but also on the basis of a course of general professional disciplines, such as on-thejob safety, health and safety, employment and labor law, quality management,
economics, financial management, etc. The humanities (cultural studies, foreign
language, second foreign language, philosophy, etc.) also play an essential role.
FЮЭЮrО ЦКЧКРОrs’ ТЧНОЩОЧНОЧЭ sЭЮНв Тs ЧШа КssОssОН Кs К sТРЧТПТМКЧЭ ПШrЦ ШП
training. Independent study represents extramural activities. To some extent, it is
equivalent to classroom activities in its effectiveness, which is sometimes not less
important than in-class teacher-facing learning.
IЧЭОrЧsСТЩ Кs К ЩКrЭ ШП ПЮЭЮrО ЦКЧКРОrs’ ЭrКТЧТЧР Тs focused on the development
of professional competencies (PC), namely preparation for the organization and
management, information analysis and entrepreneurial activities. Unlike the previous
version of the Standard (2013), the new Standard presupposes training bachelors of
КЩЩХТОН ЦКЧКРОЦОЧЭ ШЧХв. IЧ КММШrНКЧМО аТЭС ЭСТs, ПЮЭЮrО ЛКМСОХШrs’ ЭrКТЧТЧР ТЧМХЮНОs
a more profound use of internship in the educational process (54-63 points of credit).
Previously, internship covered 9-15 points of credit in the bachelor program of
academic management, theoretical material being profoundly studied. At present, the
new standard combines deep theoretical knowledge and practical training (54-63
points of credit).
According to the new federal state standard of higher education (2016), in the

possible to use e-learning and distance learning technologies in the process of
training. Therefore, in all educational institutions offering training programs for
ПЮЭЮrО ЛКМСОХШrs ШП ЦКЧКРОЦОЧЭ, МХКssrШШЦs (ПШr sЭЮНОЧЭs’ ТЧНОЩОЧНОЧЭ аШrФ) sСШЮХН
be equipped with computers with access to the information and communication
network "Internet".
According to E.I. Lifanova [3], at present, training of managers presupposes
the educational processes being oriented to the solution of strategic tasks. That is, in
the long term future managers need to learn new knowledge and skills in order to
effectively carry out professional activities. It is quite probable that in the future the
professional standards will take into account the strategic objectives of training of
qualified bachelors of management.
Conclusions. The results of the study show that the current state of training
future managers is based on a number of regulations and programs that define the
structure, duration and results of the development of bachelor programs. In the
Russian Federation, training future bachelors at higher education institutions
currently implies the in-depth theoretical study (close to the former academic
bachelor). Shaping future managers is based on professional disciplines, as well as
general professional disciplines and the humanities, taking into account students'
efficient use of independent study (which covers a sufficiently long period of time).
The process of shaping implies the use of information and communication
technologies with access to the "Internet" network.

the causes of social parasitism among youth. The author points out the main activities in the field of
prevention and elimination of social parasitism. The paper noted that the directions should include not only
the complex interaction of school, family and the administration of the place of residence, but the state as a
whole.

The theme of social parasitism of young people has been the subject of
attention of scientists for several centuries, but despite this in the modern world it is
no less important. The country's economic, political and social reforms have not yet
led to an increase in people's welfare, social security and growth of legal
consciousness, i.e. to civil society. Youth is one of the socially important strata of
society and noting the special situation of young people in the modern world of I. M.
Ilyinsky, the author of many scientific studies on this issue, notes that if you link each
generation with time, it is obvious that the youth is the future[4, 5]. The evolution of
social parasitism in the youth environment leads not only to deformation of public
order, for the reorganization of society that will have a detrimental effect on the state
of the country. Carries a threat to the country's destructive trends.
Social parasitism is a form of deviant behavior, antisocial behavior, and often a
way of life, the main features of which are the cure of unearned income and evasion
of socially useful work[3, p. 244]. As a rule, such deviant behavior is laid in
childhood and adolescence. Young people leading a parasitic way of life
characterized by such features as the primitive of interest, very low cultural level,
lack of spirituality, immorality, violation of legal prohibitions[1, p. 57-63]. Offense
for them is nothing like the game, backed by curiosity, childlike innocence and
impunity. The motives of such games can serve as a need for self-affirmation and
lack of focus, which is typical for the current generation, where parents are busy
working and children are left to themselves. And the case when parents fulfill every
whim of the child that he ceases to know the value of money, does not know as they
are earned. He thinks they are "in themselves", thus the labor depreciates and
becomes unnecessary in the mind of the child. For the majority of youth work, career

and getting a high income do not always coincide. Attitude to work is impaired, work
in understanding young people heavy, monotonous and low-paid occupation. And it
was the work is the most effective element of socialization, it is in the process of
gaining work skills, the younger generation is cultural adaptation, learns the basic
elements of the discipline and beliefs about the social norm[2, p. 58-64].
Along with this, accommodation at the expense of society, i.e. dependency,
entails and other forms of deviation. Many outcasts are prone to violence, theft,
robbery, sadism, vandalism. A person leading such a lifestyle, are often forced to
commit illegal acts. Especially social parasitism is closely linked to the crime. This
all contributes to the development of the criminal environment, exclusion of
criminals, relapse. Among them, most of the persons leading a parasitic way of life,
young alcoholics, drug addicts, people engaged in prostitution.
Adolescent outcasts commit such offences as theft and damage of vehicles,
theft, petty theft, extortion, vandalism, teenage "arrows" which represent massive
collision, showdown, accompanied by obscene abuse, injuries, violence. Increasingly
recorded cases of extortion high school students at the elementary school level. The
most common and most safe for the surrounding types of social parasitism are
begging and vagrancy.
A negative feature of the past decade is that there is a noticeable rejuvenation
of criminals. The list of prisoners headed by underage boys and girls. First, this is due
to their immature psychological age when they are impressionable, naive and
obedient. Secondly, their physical abilities: agility, good reaction, good health. Third,
teenagers do not require large expenditures in their remuneration compared to adult
criminals. Fourth, the use of minors in criminal activity allows groups to avoid
criminal liability, and this leads to more involvement of teenagers in this area.
According to the Ministry of internal Affairs of Russia for the last 10 years, the
number of street children is increasing in the end of 2015 their number was 2.17% of
the total number of children and adolescents, that is, 2 out of 100 young people in
Russia besprizornika[5, p. 17].

The main causes of social parasitism there may be factors such as an
unbalanced state of the economy, the underdevelopment of the social sphere, the
contradiction in the political system, the discrepancy between national laws and the
reality of life in Russia, the legal nihilism of young people. But this does not mean
that only the government to blame for the current problem. Family, first and
foremost, responsible in the upbringing of the new generation. Many parents neglect
the labor that is raising children, instilling the habit of spending unearned money.
This is the gap in understanding about what money and other valuables need to make
that they are not taken "themselves out of nowhere." Another problem is that parents
are doing the work, forget about their children. This leads to the fact that teenagers
used to spend time outdoors, instilled the "street" lifestyle with antisocial tendencies.
Bad that a growing number of divorces, the number of single-parent families, the
number of dysfunctional families where the parents lead an immoral life.
Another negative trend of recent years is that crimes are committed by children
not only from dysfunctional, asocial families, as it was previously, but children from
wealthy, exemplary families. One reason for this is the loss of connection between
family members. Parents are not authority for children. It harder to teach a child
certain values, morality, responsibility, duty to work.
Behavior disorders of children and adolescents and their social exclusion is an
important issue, and this actuality has a distinct tendency to increase. Deviations from
the generally accepted social and moral behavior of children and adolescents pose
serious challenges to the family, preschool institutions, school and society in General.
The shortcomings of labor education in the school affects the cultural level, the level
of such superior quality for the citizens of Russia, as feelings of patriotism.
Indifference to the educational process, the public interest leads to social passivity,
negative attitude to work. All of this creates the preconditions of social parasitism.
Also violation of children's rights in all spheres of society, the violation of such
rights of young people, as the right to education, right to housing, right to work leads
to a deterioration in financial position, and pushing on the path of parasitism.
Personal failures, a social injustice, the indifference of social institutions, the

indifference of law enforcement, lack of self-control, low stress tolerance psychological causes of social parasitism.
One of the negative sides of social parasitism is the fact that a person is able to
get used to such way of life, not to experience considerable embarrassment and
inconvenience, and all attempts to help him, he will take it as a responsibility of all in
front of him. It affects the education of the younger generation, youth, hinders the
development of moral values, personality development and promotes the formation of
anti-social stereotypes.
The struggle against social parasitism should be conducted not only on the
legal direction that includes increased penalties for administrative violations, the
tightening of legal means for individuals who refuse to participate in the work, but
also in the social direction. Among the measures against social parasitism, it is
possible to designate a nationwide fight against alcoholism and drug addiction. The
task of social policy should be the protection of those who find themselves in difficult
life situations. Help can be expressed materially as a state social allowances,
compensation payments to families of special benefits. And not material, it is the help
of specialized institutions: shelters for homeless children left without parental care
and adults; social hotels for children in difficult life situation; services for minors,
needing social rehabilitation. The development of a network of centres to overcome
the socio-pedagogical problems of children, adolescents; pedagogical correction,
pedagogical rehabilitation; medical-social-educational for overcoming child and
youth alcoholism and drug addiction.
There are several main activities on the prevention of social parasitism among
young people. The first area is enhancing the role of the family and increase the
authority of parents, i.e. training of parents to educate children. There are many kinds
of training courses, to learn how to create a favourable moral atmosphere in the
family, in order to exclude a negative example for the child. The negative issues of
family and family upbringing have a negative impact on physical, mental and social
development of a growing person.

A second area is the training of highly qualified teachers, the development of
the system of extracurricular educational work with children and adolescents in
educational institutions. Improvement of the summer practices, which act as a first
work for students.
Thus, social parasitism cannot be considered a norm of social behavior. At the
same time, it is inherent in the different historical types of society. However, it should
be noted that the basis of parasitic behavior laid destructively element, able to destroy
as a distinct social institutions and society as a whole. The problem of social
parasitism of young people must be addressed comprehensively, including joint
activities of public authorities, carrying out a policy aimed at support and
development of youth, municipal and private educational institutions that prepare
highly qualified teachers, and the institution of family, which is primarily responsible
in the upbringing of the new generation.
Social individuals, leading a parasitic way of life create a "microclimate" of
deviant behavior in society, which is a rich breeding ground for various social and
mental disorders.
Thus, the prevention and overcoming of social parasitism appropriate
interaction not only school, family and administrative authorities at the place of
residence, but the state as a whole. The state should be interested in what kind of
generation it will grow, what kind of future this generation can provide the rest of the
citizens of the country.

Abstract. In this article we discuss the impact of World Heritage sites for the development of
tourism in the Russian Federation. We consider the importance of such projects for the country's status,
given a specific number of UNESCO sites in the world and in Russia itself.

Résumé. Cet article examine l'influence des sites du patrimoine mondial dans le développement du
tourisme dans la Fédération de Russie. Nous considérons l'importance de ces projets pour le statut du pays,
étant donné un certain nombre de sites de l'UNESCO dans le monde et en Russie elle-même.
Mots-clés: patrimoine mondial, UNESCO, tourisme.
Le patrimoine culturel et naturel joue non seulement un rôle clé dans la
formation d'une image attractive de la Russie à l'étranger, mais aussi un intérêt accru
pour le pays, sa culture, l'histoire et les coutumes. Les sites classés dans la liste du
patrimoine mondial, sont reconnus comme étant la propriété de toute l'humanité et
joue un rôle particulier [1]. Cet intérêt est directement lié à l'augmentation du flux de
touristes dans des endroits qui reflètent l'image de la Russie plus clairement.

contenait 1007 objets, dont 779 – objets de la genèse culturelle, 197 – site naturel, 31
– objets mixtes (le patrimoine culturel et naturel) [3]. Sur le territoire de la Fédération
de Russie on a compté 26 sites classés patrimoine mondial, culturel et naturel.
Chacun d'entre eux, comme les experts de classe internationale reconnaissent,
possède une «valeur universelle et exceptionnelle». Ces sites sont donc soumis à la
préservation à perpétuité, pour être transmis aux futures générations.

développement des sites culturels et naturels. Par exemple, selon l'UNESCO tous les
sites qui ont reçu le statut de patrimoine mondial culturel et naturel, reçoivent à la
fois un soutien financier et scientifique des organisations internationales et des
experts. Ce soutien, bien sûr, influence le développement des installations,
l'amélioration des infrastructures, le maintien de l'unicité de la place, la croissance du
niveau de formation des spécialistes locaux, la publicité, et en général, l'image du site
sur la scène mondiale. À titre d'exemple prenons un parc Yellowstone situé en dehors
de la Fédération de Russie a qui ce soutien a été fournie. Le parc national
Yellowstone selon les chiffres officiels en 2015 a été visité par plus de 4 millions de
personnes [6]. Il faut noter que le nombre de visiteurs est due non seulement au
potentiel naturel, mais aussi à l'ordre des fonds compétents investis dans les routes,
les hôtels, les divertissements et les relations publiques. La Fédération de Russie,
possédant un potentiel historique et culturel considérable du tourisme, a la
perspective du développement et de l'expansion des services touristiques dans le
domaine du tourisme culturel et écologique [3]. Selon Yuri Stepanovich Putrik:
"l'écotourisme correctement organisée en Russie pourrait apporter des résultats
spectaculaires" [5]. Selon les estimations de l'OMT, La Russie a un potentiel
écotouristique la plus puissant du monde. Cependant, la disposition touristique et
l'utilisation de la plupart de ces sites ne peuvent pas être considérées comme
satisfaisantes, ce qui est l'une des raisons de leur faible attirance, et par suite, la
fréquentation par les touristes nationaux et étrangers baise. Parmi les raisons de son
faible développement, nous pouvons site sa disposition législative où l'écotourisme
est l'une des tâches de seulement parcs nationaux.
En parlant des sites culturels, certains d'entre eux sont extrêmement populaires
auprès des touristes et travaillent déjà presque à la limite de leur capacité. Ainsi, par

recherche russe de patrimoine culturel et naturel de D.S. Likhachev, ce site du
patrimoine mondial est visité par plusieurs millions de touristes chaque année [2].

Ainsi, nous voyons que le statut des sites du patrimoine mondial a un grand
potentiel pour le développement des destinations touristiques. Il offre une excellente
occasion d'attirer l'attention sur la préservation du patrimoine humanitaire et pour le
pays dans lequel il est situé. Avec le développement positive du site, la place du pays
sur la scène mondiale change aussi.

Abstract. This article is devoted to the identification of special aspects of fact to be proven in
criminal cases of non-payment of wages, pensions, stipends, allowances and other payments. It is analyzed
the typical mistakes allowed in the audition of reports about the non-payment of wages, pensions, stipends,
allowances and other payments.

Abstract. The article examines the value of statistics for victimological prevention. The successful
implementation of victimological prevention depends on many factors, primarily organizational and tactical
nature. Some forms of statistical reporting needs to be supplemented with graphs providing information
about the victims in the crime and their relationship with accused and convicted people. That will contribute
to a theoretical generalization and conclusions for further improvement of the methods of victimological
prevention.
